The Bundesliga giants saw Dembele, 18, depart for Barcelona in a club-record €105m deal in August but have moved swiftly to fill that gap after snapping up the 17-year-old Sancho.
The England Under-17 forward has not yet played first-team football professionally but impressed for City’s youth squad last season, scoring 20 goals in 35 appearances.
Sancho also scored six goals and assisted five more for England during the Under-17 European Championship, but was unable to help them avoid a penalty shootout defeat to Spain in the final.
Sancho has been handed the number seven shirt at Dortmund, previously worn by the now-departed Dembele.
Another player to leave City was 22-year-old Belgium defender Jason Denayer, who joined Galatasaray on a season-long loan.
